As explained to the senators by the Deputy Minister of Communications and Informatization of Belarus, Inessa Kontsevaya, according to 2014 data, approximately Br355 billion was transferred to Belarus via postal services, and outgoing postal transfers amounted to about Br142 billion. At the same time, the number of incoming transfers was 220 thousand, and outgoing transfers were about half that - 122 thousand.
The majority of incoming transfers are sent from Kazakhstan, Russia, and Ukraine by Belarusian residents who are temporarily working in these countries. A significant number of transfers go from Belarus to Lithuania, as goods are ordered through this country from one of the popular catalogues.
As reported, in the autumn of 2012, the XXV Universal Postal Congress of the Universal Postal Union (UPU) was held in Qatar, with representatives from Belarus participating. At that time, a new version of the Agreement on Postal Payment Services was adopted.
In the new version, the document is supplemented with definitions of cash-on-delivery money transfers and urgent money transfers, the obligation of UPU member countries to ensure the confidentiality and procedure for the use and protection of personal data is clarified, the functions and responsibilities of the Postal Operations Council and designated operators in the area of service quality are specified, and the responsibility of designated operators to service users is established.
