According to Alexander Lukashenko, large-scale socio-economic development tasks of the country cannot be solved without a modern personnel corps. Therefore, the task of improving the quality and efficiency of managerial activity at all its levels acquires special significance. "Unfortunately, practice shows that in the Grodno region, personnel provision problems are intensifying in certain areas. Despite the availability of reserves, the regional executive committee could not select a chairman for the Zelva district executive committee for more than a year, the position of the first deputy chairman - head of the department of agriculture and food of the Korelichi district executive committee was vacant for about six months, and the position of the deputy chairman of the Svisloch district executive committee for 8 months," the head of state cited as an example. The agro-industrial complex also feels the personnel shortage, he continued. Today, the region needs more than 60 chief specialists and almost five hundred agricultural specialists. The situation with staffing of medical institutions in the region is also not the best, with 382 vacant positions for doctors and 420 for mid-level medical workers. Alexander Lukashenko recalled that he recently visited the Mogilev and Gomel regions, where he identified the problem of young specialists. "I repeat once again: not a single young specialist should leave the region without working out the prescribed period. Each of them must be under the personal control of the governor," said the President, calling the situation abnormal when the state spends huge funds on training specialists who then do not fulfill their duty to the country.

Furthermore, today, during the meeting, the Head of State drew attention to the need for an uncompromising fight against various negative phenomena that degrade the management apparatus. He considers it unacceptable to appoint discredited and compromised leaders to responsible state positions. Alexander Lukashenko once again emphasized his principled negative attitude towards manifestations of "clannishness" in state authorities. He also expressed concern regarding the revealed facts of corruption among officials. Issues of ensuring legality and law and order also require constant attention. Despite the fact that the number of registered crimes, both in the Grodno region and in the republic as a whole, has been declining in recent years, Alexander Lukashenko noted that this is not a reason for complacency and resting on one's laurels. "It is necessary not in words, but in deeds to protect the rights and legitimate interests of our citizens, to eradicate lack of control, lack of principles, permissiveness and impunity, both within our own ranks and in all spheres of life of this important region for the country," emphasized the Belarusian leader. Addressing the new governor, Semyon Shapiro, the Head of State stressed the need to make maximum efforts both at the center and at the local level to overcome the consequences of the global crisis. Belarus must emerge from it strong, renewed, and competitive, and the Grodno region must become exemplary in the republic.
